CHEMUNG, N.Y. -- An Oklahoma man wanted for attacking a jogger in Chemung County has been brought back to the Southern Tier to face charges. Tyrel Welch, 27, was extradited from Tulsa on Saturday, after being taken into custody there.
He was arraigned in Chemung County Court on charges of first degree sexual abuse, and second degree strangulation. State Police said Welch assaulted a 17-year-old female while she was jogging on North Road in the town of Chemung on June 8.
According to investigators, Welch was living in the area and working for a company that supported the local gas drilling industry at the time of the attack.
