NORTH COUNTRY, N.Y. -- She first introduced the bill a year ago and plans to do it again soon. Assemblywoman Addie Russell is once again trying to overhaul the state's school aid formula.

Russell announced Wednesday that she will again try to push a bill that she says create more equality when it comes to the state giving schools money.

Russell says the bill would calculate aid based on only the previous five years, helping schools that see fluctuation, like declining enrollment or reduced property values. It would also get rid of a provision that guarantees every school a certain amount.

Russell says some schools are still getting aid, even if they don't need it.

The bill would also allow poor schools to get aid based on actual data, rather than the arbitrary floor she says is currently in place.
