UTICA, N.Y. -- It's clear they've gone over most of the city once, but as of the start of commute time a good amount had piled up again through much of the city.

Some of the major thoroughfares have been plowed but some exits or turn lanes haven't. Because of the snow piling up on the ground it's making for a very slippery commute.

The DPW has been working since at least 10 p.m. Wednesday night to clear the roads, but Commissioner Dave Short says their biggest problem is a lack of resources.

“We've had quite a few layoffs from this past budget, we've had some people that retired, so I'm worried about manpower, making sure I have enough people to cover the shifts. I'm worried about our aging trucks. We've had issues already with one inches of snow, and now we're talking up to a foot,” said Dave Short, Utica DPW Commissioner.
