UTICA, N.Y. -- The City of Utica has declared a snow emergency. It will begin at 10 p.m. Monday and remain in effect until further notice.

This means all vehicles parked on city roads must be removed for proper snow removal. Any vehicles left on the road will be ticketed and towed at the owner's expense.
